He served as the President of LaJolla Bank, Northeast Region and also President of The Seamen's Bank for Savings. He served as a Senior Advisor to financial institutions since 2001. He served as Managing Director - New York of Gibraltar Private Bank & Trust from 2006 to 2007. Mr. Rice served as Vice Chairman of Stamford Federal Savings Bank. He served as Director of Allegheny Energy Supply Company, LLC since 1986. He served as Independent Director of Allegheny Energy Inc., a holding company of Allegheny Energy Supply Company, LLC (AE Supply) from 1986 to February 25, 2011 and served as its Presiding Director from May 15, 2008 to May 19, 2010. He served as Director of LaJolla Bank and LaJolla Bancorp Inc. He also served as a Director of Monongahela Power Company, Potomac Edison Company and West Penn Power Company since 1986. Mr. Rice served as a Director of The Seamen's Bank for Savings and Royal Insurance Group Inc.
